Franconia Supervisors of the Checklist Mandatory Meeting
The Supervisors of the Checklist will be in session for changes and corrections to the checklist, and new voter registration. RSA 654:27; 669:5.
This is the last day for town clerk/supervisors to accept voter registration applications prior to the November 5th general election. No additions or corrections shall be made to the checklist after this session until election day, except as provided in. RSA 659:12, RSA 654:8, II.

PUBLIC NOTICE
Pursuant to Executive Order 11988 (Floodplain Management) and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Hazard Mitigation Grant Program funding for an action located in a floodplain and wetland. Funding would be provided through the New Hampshire Homeland Security and Emergency Management to the Town of Franconia to increase the capacity of the Wells Road culvert.
The action is located on Wells Road in Franconia, NH. The existing 6-foot corrugated metal pipe culvert would be replaced with a 14-foot-wide open bottom box culvert. The streambed upstream, downstream, and under the box culvert would be reconstructed with riprap and rounded stones/gravel under natural riverbed materials to the maximum extent possible. The inlet and outlet would be stabilized with wing walls and headwalls to provide scour protection. All staging would take place within the existing right-of-way. Sedimentation and erosion control measures including temporary cofferdams, silt fencing, and erosion matting would be utilized during construction.
The project is located within the special flood hazard area (100-year floodplain). The project would increase the capacity of the Wells Road culvert and is intended to reduce flooding and improve hydraulic conditions. A map of the area of available upon request.
The project must in be in the floodplain because of the nature and purpose of the project. Alternatives were considered, including a no-action alternative, and replacement with a bridge. The preferred alternative would be a more efficient design to address the current undersized culvert problem. Grant conditions will also require compliance with all federal, state, and local laws, including coordination with the NH Department of Environmental Services Wetlands Bureau.
